No. Backup keeps a copy of a past moment and restoring can take minutes to hours. Disaster recovery continuously replicates your workload to a second region so you come up with much lower RPO and RTO. The two complement each other.
RPO is the maximum data-loss window you accept (e.g. the last 30 seconds); RTO is your target time to bring the service back up. The method (snapshot, asynchronous or continuous replication) is chosen to meet these targets.
